The NAPPQM, National Association of Plant Protection and Quarantine Managers, is a nonprofit, non-stock professional management association which is a pro-active arm of the PPQ Deputy Administrator’s office. This Association was organized December, 1974, by employees of the U.S. Department of Agriculture, Animal and Plant Health Inspection Service, Plant Protection and Quarantine (USDA, APHIS, PPQ). The Association was granted consultative status with the Deputy Administrator of PPQ on January 7, 1975, by Dr. Frank J. Mulhern, Administrator of APHIS.

Our mission is to assist the Deputy in assuring all qualified employees have an opportunity to make equal contributions toward developing and carrying out program policies. We promote understanding, fairness, courtesy, opportunity, recognition and fellowship. We are able to move controversial or delicate issues up to the Deputy’s level while maintaining the anonymity of the source when necessary.

We also represent membership in matters pertaining to pertinent legislation, management, and professional and public affairs. We like to provide our members with tools to help them serve as premier examples of professional managers, program managers, and supervisors. Our goal is to continually enhance our members’ professionalism and knowledge through communication and training so they can make a difference and better serve as examples to future leaders in PPQ.
